Citations (9) References (6) Abstract The application of the hierarchy of risk control measures is fundamental to safety management systems, but is not incorporated directly in OSHA regulations for occupational electrical safety or in NFPA70E, Standard for Electrical Safety in the Workplace. Application of a hierarchy of risk controls is a methodology used in safety management to minimize or eliminate exposure to hazards and to eliminate or reduce risk of injury to as low as reasonably practicable. It is a widely accepted methodology with applications ranging from highly hazardous processes with potential for catastrophic consequences to life, property and the environment to preventing injuries when using portable hand tools. This paper provides guidance on the practical application of the risk control measures in both the design of workplace facilities and in task planning for construction, operation, maintenance and demolition work activities. Request full-text PDF Citations (9) References (6). The difficulty is the multiple overlapping health consequences that are difficult to separate, measure, and attribute to a source. Furthermore, many health problems occur later, not immediately on exposure, and may be cumulative. Consequently, it is difficult to conclusively identify the cause. Workers may lack knowledge of long-term consequences, and thus not use protective systems effectively.

Compounding this is the lack of instruments and methodologies to measure exposure to harm. Historically, the existing risk methodologies for calculating safety risk are based on the construct of consequence and likelihood. However, this may not be appropriate for health, especially for the long-term harm, as both the consequence and likelihood may be indeterminate. Those consequences are then scored by using the WHODAS 12-item inventory. The result is an assessment of the Diminished Quality of Life (DQL) associated with a workplace hazard. This may then be used to manage the minimization of harm, exposure monitoring, and the design of safe systems of work. View Show abstract. Personal protective equipment is one of the workplace hazard and stressor control strategies in ergonomics. The use of personal protective equipment is usually essential but compared with other stressors control in the hierarchy of ergonomics controls, PPE is arranged at the bottom, which means that it is usually the last line of defense after other control strategies (Floyd, 2015; Jensen, 2014). Based on the hierarchy of control in ergonomics stressor control that showed in Figure 2, PPE is applying as the last defense line in hazard control after other hazards control because of its effectiveness and business value.. RISK AMONG CLEANERS: THE USAGE OF PERSONAL PROTECTIVE EQUIPMENT (PPE) Article Jun 2020 Nur Syazwani Mohd Nawi Huey Yin Ting Ezrin Hani Sukadarin Personal Protective Equipment (PPE) is involved in many industries including cleaning nowadays. The influence factors and usage levels of PPE are very different based on groups. The data in this research is to collect and analysis through the qualitative method. A total of 34 cleaners was observed and interviewed. The result also showed that the PPE usage condition is good at a moderate level which fits the cleaning tasks and works environment. The risk of cleaners is low.

However, UCLEANSB takes safety action to maintain and enhance the PPE usage among cleaners. For further study, the study can implement to other diverse cleaning group samples with different job task categories. The paper's main contributions are summarized as follows. Electrical Safety Considerations in Large-Scale Electric Vehicle Charging Stations Article Full-text available Aug 2019 IEEE T IND APPL Bo Wang Payman Dehghanian Shiyuan Wang Massimo Mitolo Several safety regulations particularly concerning the charging electric vehicles (EVs) are developed to ensure the electric safety and prevent the hazardous accidents, in which safety requirements for electric vehicle supply equipment (EVSE) and the EV battery are the two main driving factors. At present, quantitative assessment of electrical safety considering the operation conditions of large-scale electric vehicle charging stations (EVCSs) has still remained a challenge. Driven by the hierarchy of hazard control mechanisms, this paper proposes a holistic approach to evaluate the electrical safety of the large-scale EVCSs when coupled to renewable power generation. Our approach mainly focuses on several topics on the operational safety of EVCS primarily concerning: (1) the facility degradation which could potentially result in a compromised EVSE reliability performance and EVCS protection failure; (2) the cyber-attack challenges when the smart charging and the communication between EVCSs and electric utilities are enabled; (3) the potential mismatch between the renewable output and EVCS demand, which could trigger the system stability challenges during normal operation and inability to supply the critical EV loads during outages. The proposed framework will provide informative guidelines to the EVCS operators for continuous monitoring and effective management of the day-to-day EVCSs operation.

Electrical Safety in the workplace currently focuses on the application of a hierarchy of hazard controls used in safety management to minimize or eliminate exposure to hazards and to eliminate or reduce risk of injury as low as reasonably practicable. Health and safety is one of the most important aspects of a smooth and effective functioning of any activity. Good health and safety performance ensures an accident free work environment. To eliminate or minimize risk associated with its activities the Indian Standards 18001 (2007) Occupational Health and Safety Management Systems concluded that effective management of workplace activities, worker safety and protection is the remark that settles sometimes conclusively to less desirable state or condition of work related injuries. Elevator installation is a multi-dimensional workplace that deals with construction safety, electrical safety and safe material handling etc. This paper focuses on workers safety and it recommends safe practices for those proprietors or contractors to protect their employees engaging in lift and escalator works which is incorporated from the IS 18001(2007) Occupational Health and Safety Management Systems. The good practice and performance ensure an accident free workplace (i) to minimize risk to employees (ii) improve business performance (iii) assist to establish a responsible image. Landis Floyd Marcelo E. Valdes Modern awareness of workplace hazards has created a range of safety standards and best practices now accepted and implemented in the design and construction of many types of industrial and commercial installations. Prevention through Design (PtD) concepts are well understood and commonly applied in the design of many facilities where dangerous chemicals or dangerous concentrations of energy are a required part of the process. Heightened awareness of electrical hazards over the last two decades has resulted in greater understanding of the arc flash hazard and shock hazard as well as in many methods and tools to control the associated risks. However, the PtD concepts well understood and implemented in other aspects of industrial facility design may not be well understood or are often not implemented at the design and construction stage of the electrical infrastructure within industrial or large commercial facilities. This paper will discuss the correlation between PtD and industrial accidents and how prevention through design concepts applied to electrical infrastructure can be used to improve safety and productivity in modern facilities. Valdes View A Misunderstanding We Should Eliminate Article Nov 2016 IEEE T IND APPL H. Landis Floyd For the first time, the 2015 revision to National Fire Protection Association (NFPA) 70E made reference to a more than 50-year-old safety management methodology, with the reference to the hierarchy of risk controls in Section 110.1(G). This paper discusses the difference between the risk control measure “elimination” as defined in occupational health and safety management systems standards such as ANSI Z10, and the “electrically safe work condition” as defined in NFPA 70E. Establishing an electrically safe work condition is more accurately described as a series of administrative controls, including planning, drawings and documentation, lockout tag out, safe work practices, and personal protective equipment. Each of these administrative controls has some degree of residual risk. An electrically safe work condition is not permanent, and has both time and physical boundaries that must be adhered to in order to avoid exposure to dangerous energy. Elimination, as defined in occupational health and safety management systems standards, is absolute, permanent, and with no residual risks for the life of the installation. Case histories are included to illustrate the power of elimination and the residual risks characteristic of administrative controls. Brenner As a part of its ongoing effort to promote electrical safety in the workplace, the Electrical Safety Foundation International (ESFI) has undertaken the collection and analysis of objective data on occupational electrical injuries, providing industry decision makers with information to help them better allocate their safety resources to achieve maximum impact on employee electrical safety. The ESFI is a nonprofit organization dedicated to promoting electrical safety at home and in the workplace. Founded in 1994 as a cooperative effort by the National Electrical Manufacturers Association, Underwriters Laboratories, and the U.S. Consumer Product Safety Commission, the ESFI is funded by voluntary contributions from electrical manufacturers, distributors, independent testing laboratories, retailers, insurers, utilities, safety organizations, and trade and labor associations. View Show abstract Trends in electrical injury in the US, 1992-2002 Article Aug 2008 IEEE T IND APPL J.C. Cawley Gerald T. Homce This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories.

This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department's Bureau of Labor Statistics' Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7 of all occupational deaths were caused by electricity, down from 5.2 in the 1992-1998 time period. The cause of death was listed as electrocution in 99.1 of fatal cases. Contact with overhead power lines was involved in 42 of all on-the-job electrical deaths. The construction industry accounted for 47 of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36 and 34 of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1 of fatal injuries and 2 of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. Some of my most memorable work experiences happened in the four short months I worked there. I remember not receiving any electrical safety training. Electrical work was done live without a second thought. It’s hard to believe now, looking back, how nonchalant we were about electricity. That nonchalance undoubtedly caused by a lack of awareness. We were electrical maintenance workers, and management assumed we knew how not to get killed. I remember when an older electrician named Bill gave me the arc flash training. It wasn’t called arc flash training because none of us had ever heard that phrase before. We didn’t know what happened when panels blew up or that it had a name. The information was given as somber advice while we were standing in front of a large disconnect.

Bill said, “When you open or close one of these big disconnects don’t stand in front of it. Stand off to the side, use your left hand, turn your head and it might not hurt to duck a little.” I asked why and he said, “sometimes these things blow up.” That was good advice then and is still relevant today. The problem was that in 1984 that advice was the entire arc flash class. That was all we knew. Several years later I was repairing a variable frequency drive when part of it exploded when I closed the breaker. I was standing off to the side and was not injured. Thanks, Bill. Bill said, “When you open or close one of these big disconnects don’t stand in front of it. Stand off to the side, use your left hand, turn your head and it might not hurt to duck a little.” Thirty years ago we wrapped electrical tape around screwdrivers and called them insulated. We thought the plastic dipped handles on our Klein lineman’s pliers made them safe. Channel locks were fuse pullers. We wore polyester shirts and gold chains, and our only PPE was a hard hat, steel-toed shoes and safety glasses. A lot has changed in regards to electrical safety and electrical safety training in the decades since. Arc-rated clothing has replaced our polyester shirts, voltage-rated insulated tools have replaced electrical tape, and most importantly, awareness of electrical hazards has replaced our ignorance. We can no longer work as we did back then, and we have to receive training on electrical hazards. In the ten years, I worked in factories, my employer never gave me formal electrical safety training. The first electrical safety class I was a part of I was the instructor. In this Practical Guide To Arc Flash and NFPA 70E, I hope to simplify parts of the standard. This guide is not going to answer every question you have, and it doesn’t address every article in 70E.
